The Soundkeeper boat pumpout program kicks off Memorial Day every summer. Our four-pumpout boats provide free pumpouts for recreational vessels in most areas between Byram River in Greenwich and the Saugatuck River in Westport, Connecticut, and in Mamaroneck, New York. Our boats are on the water from May through October.

Soundkeeper's free service is generously supported by a grant from the Federal Clean Vessel Act, which is administered by the US Fish & Wildlife Service, CT Department of Environmental Protection and NY State Department of Environmental Conservation. The remainder of the program costs (25%!) are supported with funds from our membership and other generous donors. Our "clean boating" education and outreach activities are supported by the CT Department of Environmental Protection.

TOMS RIVER — By early July, Tuckerton Seaport should be operating a new, 23-foot sewage pumpout boat to service the southern Barnegat Bay recreational fleet, county officials said today.

Next week, the county Board of Freeholders is scheduled to approve a contract for Marine Boat Builders Co. of Warwick, R.I. to provide the boat with its pump and 300-gallon holding tank. The vessel will replace Waste Watcher, a similar boat that was delivered in 2001 and since then has handled some 49,000 gallons of waste, emptying it from boat holding tanks and delivering it to onshore sewage disposal.

This year will mark the 10th summer since Ocean County and local partners started serving the boating public with the free pumpout service, county Planning Director David McKeon said at today's freeholder meeting. In all, the fleet of three boats -- based at Brick, Seaside Park and Tuckerton -- has handled 300,000 gallons, according to a tally by the captains.

The state Department of Environmental Protection reimburses the county for the cost of the boats and will do the same after the county pays upfront costs for the replacement vessel, Freeholder Director John P. Kelly said.

The seaport's boat ran into some mechanical difficulties in recent seasons. While the crew was able to make fixes, county officials ultimately decided it made financial sense to buy a replacement.

Pumpout boats and new dockside sewage disposal points have been part of a long campaign by the state, county and marine industry to make Barnegat Bay a no-discharge zone, where boaters know that blowing out their holding tank contents is illegal, and have enough opportunities to dispose of waste properly.

The pumpout boats' operating season "used to be until Labor Day, but now there's
such demand that they're running it until mid-October,'' McKeon said.
